Osaka, Kansai, Japan, 29 May 2025 – The Indonesian government, through the Ministry of National Development Planning/Bappenas, has officially announced a USD 22 billion investment commitment from international partners, namely Equator Renewable Asia, Keppel Ltd, Vanda RE, and Gurin Energi for the development of Green Sustainable Industrial Zones, featuring large-scale solar power plants.

“Today’s signing marks a key part of Indonesia’s strategic plan to develop a Green Economic Corridor in the Riau Islands, beginning with the construction of large-scale solar power plants in Batam, Bintan, and Tanjung Pinang,” said the Vice Minister for National Development Planning/Vice Head of Bappenas Febrian Alphyanto Ruddyard during his speech at the Business Forum and Joint Statement on Sustainable Green Industrial Zone Development on Thursday, 29 May, at the Indonesia Pavilion, World Expo 2025 Osaka.

This joint statement signing signifies the commencement of Indonesia’s first pilot project to build an integrated renewable energy ecosystem from upstream to downstream. The project is a result of the proactive efforts by the Ministry of National Development Planning/Bappenas in advancing new initiatives included within the list of National Strategic Projects of Indonesia, in line with the 2026 Government Work Plan, which champions the theme “Food and Energy Sovereignty, and a Productive and Inclusive Economy.” The project is expected to create thousands of jobs and attract investments across sectors, including electronics, semiconductors, biotechnology, data centres, and green hydrogen.

The Ministry of National Development Planning/Bappenas reaffirmed its commitment to ensuring the project’s effective implementation in compliance with prevailing regulations, as part of Indonesia’s broader transition towards an inclusive and globally competitive green economy.
"Indonesia welcomes multi-stakeholder collaborations that bring benefits such as technology transfer, research partnerships, and commercial investments aligned with sustainability and innovation principles. We aim to ensure that the clean energy transition not only supports greenhouse gas emission targets but also fosters inclusive and equitable economic growth across all regions of Indonesia,” concluded Vice Minister Febrian.
